Council Management

Mr. Fredrick Jongwe is a highly qualified Local governance and systems practitioner with over 15 years of experience spanning both local government administration and the private sector. He is widely recognised for his strong governance expertise, strategic leadership, and ability to drive institutional transformation.

His academic achievements reflect his commitment to professional excellence. He holds a Master of Laws (LLM) in Commercial Law from the University of Zimbabwe, a Master of Science in Human Resources Management from Midlands State University, a Bachelor of Laws (LLB) from the University of South Africa, and a BSc Honours in Politics and Administration from the University of Zimbabwe. He also holds a Diploma in Personnel Management from IPMZ, equipping him with knowledge in labour relations, organisational development, and public administration.

Since assuming leadership at Hwedza Rural District Council in 2023 as the Chief Executive Officer, Mr. Jongwe has led an ambitious modernisation and development programme that has significantly enhanced service delivery and community welfare. He successfully strengthened Hwedza RDC’s internal control systems by developing and implementing over 30 internal policies and Standard Operating Procedures, resolving administrative shortcomings and improving governance efficiency.

Under his stewardship, the Council has completed major infrastructure projects, including the construction and commissioning of Madzimbabwe and Tilita Rural Health Centres, new classroom blocks and staff housing at Tongogara and Chad Guruuswa Secondary Schools, and the establishment of a state-of-the-art Northend private high school. His leadership also facilitated the construction of the Hwedza Flea Market, procurement of critical service equipment, and extensive road maintenance covering 427.74 km of graded roads and 42.23 km of new roads.

Mr. Jongwe has championed the modernisation of Council offices, renovations, landscaping, and staff housing, alongside community-focused initiatives such as borehole drilling and welcome billboards at district entry points. His visionary leadership has earned him national recognition, including multiple ZIM CEOs Network Awards and accolades for governance and housing development.

With a leadership style grounded in accountability, innovation, and service excellence, Mr. Fredrick Jongwe continues to drive Hwedza Rural District Council towards sustainable development, operational efficiency, and improved quality of life for all communities within the district.
