Councillors constitute the apex board for Hwedza RDC. They are the policy makers and are mandated to adopt policies that guide the day to day operations of Council in terms of the Rural District Council Act Chapter 29:13. Hwedza RDC Councillors make binding resolutions and are mandated to hold committee quartely meetings unless there are other urgent business to conduct. Currently, we have 15 elected Councillors representing the 15 wards of Hwedza and 5 Women's Quota Councillors, bringing the total to 20 Councillors.

Hwedza RDC is currently led by Cllr S. Mugabe who serves as the council chairperson. As a female leader, she plays a pivotal role in stirring the council development agenda, promoting community engagement and ensuring that policies and projects align with the needs of the district population. She is a Super Platinum Winner as an outstanding woman in local authority as well as a Gold Winner in Woman Local Government awarded from the Zimbabwe Chief Executive Officers’ Network.

The Human Resource and Administration Council Committe is mandated to:
- Provide strategic oversight and guidance in managing and developing the council’s human capital
- Ensure effective recruitment and selection processes
- Oversee manpower planning, compensation, and continuous staff development
- Safeguard employee health and safety
- Promote sound industrial relations
- Mainstream gender across all council operations
- Formulate, review, and implement departmental policies
- Manage information systems to support efficient administration
- Supervise procurement of council stores and materials
- Oversee asset management and transport services

The Finance Council Committee is mandated to:
- Review, debate, and approve the council budget while monitoring expenditure against allocations
- Oversee and endorse valuation policies to ensure fairness and transparency in property valuation
- Scrutinize and adopt financial reports, demanding accountability from the finance department
- Ensure policies for timely payment of council creditors and monitor compliance
- Approve debt collection strategies and monitor their effectiveness
- Provide strategic direction on mobilising and managing financial resources
- Deliberate on financial advice received from the department before council decisions
- Lead discussions and set priorities within the finance committee, forwarding recommendations to full council

The Internal Audit Council Committee is mandated to:
- Oversee risk management and internal control frameworks
- Review investigations and reports on all allegations for accountability
- Monitor and evaluate implementation of council resolutions

- Scrutinize and approve the audit budget for effective resource use
- Service and guide the Audit Committee meetings, ensuring findings are escalated to Council

The Environmental, Agriculture and Natural Resources Council Committee is mandated to:
- Approve and monitor policies guiding the Environment Department’s operations
- Review and oversee resuscitation of CAMPFIRE projects and maintenance of council plantations
- Provide oversight on mining activities to ensure compliance and sustainability
- Ensure natural resources are sustainably utilised for the benefit of the Hwedza community
- Craft and recommend environmental policies and by-laws for Council approval and enforce them
- Guide development of tourism and hospitality initiatives in the district
- Approve and monitor management of communal land permits
- Promote tourism through council strategies and partnerships
- Oversee regulation of stray livestock management in the district
- Approve and monitor strategies to reduce veld fires
- Provide oversight on gully reclamation programs
- Support and monitor irrigation scheme development in the district
- Combat illegal extraction of natural resources through enforcement and community engagement
- Ensure reduced environmental destruction through trainings and enforcement mechanisms

The Social Services Council Committee is mandated to:
- Approve and monitor policies that guarantee sound social services in the district
- Review community needs assessments and set priorities for service delivery
- Lead committee deliberations and forward recommendations to full council
- Approve establishment policies and monitor performance of council clinics and schools
- Provide strategic guidance on development of social amenities such as sporting and recreational facilities
- Approve allocation policies and monitor transparency in land management
- Oversee community engagement strategies to ensure council programs reflect local needs
- Approve WASH policies and monitor implementation for public health
- Deliberate on advice received from the department and integrate into council decisions
- Approve frameworks for NGO collaboration and monitor partnerships

The Civil Works Council Committee is mandated to:
- Approve and monitor policies for construction and maintenance of the district road network
- Oversee provision and maintenance of water and sanitation infrastructure
- Promote coordinated development through council projects and partnerships
- Provide oversight on maintenance and servicing of council vehicles, plant, and equipment
- Review departmental reports on breakdowns and ensure timely response strategies
- Approve project designs and Bills of Quantities (BOQs) before implementation
- Monitor construction and maintenance of council projects for quality and compliance
- Guide proper project planning, implementation, and management to ensure efficiency
- Deliberate and recommend departmental budget proposals for council approval
